Define the rental model first
Describe who will stay, why, for how long and which services you intend to provide. Those facts matter more than the label used in an advertisement. A long-term home, a genuine temporary stay and tourist accommodation can engage different requirements. Ask an adviser to classify your intended activity for the actual location. Build your financial case only after the permitted use and operating conditions have been investigated.
Review every applicable level
For tourist accommodation, investigate regional tourism requirements, municipal planning and the owners’ community position. The national Horizontal Property Act now includes an express prior community approval requirement for the tourist activity it defines, with transitional provisions that need individual examination. Short-stay listings may also fall within national registration rules. One registration number should not be treated as proof that every other applicable permission is satisfied.
Check the seller’s rental history
Request the existing registration or licence documents, community resolutions and any notices from authorities. Ask whether a change of owner or operator requires a new step and whether the activity can continue on the same terms. If tenants are already present, obtain the complete lease and payment history for review. Avoid assuming that an advertised rental income or a previous online listing establishes a transferable right to operate.

Budget for a workable operation
Prepare a conservative budget including vacancy, cleaning, management, maintenance, community charges, insurance and taxes. Ask which records must be kept and who will handle reporting duties. If you live abroad, decide who can respond to repairs and guest or tenant issues locally. Evaluate the purchase under a second scenario where your preferred rental model is unavailable; that makes the financial importance of unresolved permission questions explicit.
