Begin with the intended use

Explain what you want to do with the property: live there, rent it, extend it, divide it or convert a space. A document sufficient for one question may not answer another. Record the municipality, cadastral reference, plot location and existing buildings before making enquiries. Planning information must relate to the exact property and current circumstances, rather than a nearby address or a broad description such as 'urban area'.

Review the building's documentary history

Ask for the building licence or applicable authorisation, relevant plans, completion documents and the occupancy or use instrument required in that territory. Older buildings and later alterations may follow different documentary paths. Identify which authority issued each document, the property covered and any conditions. Terms such as licencia de ocupación, cédula de habitabilidad or declaración responsable are not interchangeable nationwide; confirm their local meaning and legal effect.

Investigate alterations and restrictions

Compare the authorised plans with the physical property, including terraces, annexes, pools and converted garages. Ask about enforcement proceedings, planning obligations, protected status and restrictions affecting the site. Age, payment of taxes or inclusion in the Cadastre does not by itself establish full planning compliance. A building's existing status can also limit future works. Obtain the appropriate municipal information and a technical review where the circumstances call for it.

Resolve questions before relying on a plan

If your decision depends on a renovation or rental permission, verify feasibility before treating that future use as certain. Ask your professional to identify what is confirmed, what still needs an application and what cannot yet be concluded. Some planning obligations follow the property after a sale. Reflect essential conditions in the purchase agreement and retain the official replies, plans and technical findings behind your decision.
