Price, cadastral value, reference value and valuation differ
The price is the consideration agreed between purchaser and seller. Cadastral value is an administrative figure used, among other purposes, for IBI. Reference value is determined under the cadastral system's specific rules and affects certain taxes. A valuation estimates value for a stated purpose and date, such as mortgage security. All four figures can coexist and differ without necessarily indicating an error; the problem arises when one is used for a function belonging to another.
Before entering calculator data, identify the document and exact concept. An IBI bill normally gives cadastral value rather than the reference value relevant to the purchase tax. A nota simple will not usually provide every figure needed for taxation, while an advertised price does not replace the eventual agreement. Keep each amount with its date and source. That traceability explains why the tax budget may exceed the result obtained by multiplying the negotiated price by a regional rate.

What reference value determines and what it does not prove
Cadastral legislation governs reference value using analysis of prices communicated by public officers and cadastral characteristics, subject to statutory mechanisms and limits. It is an administrative valuation for tax purposes, not an individual inspection confirming every physical feature of the property. Its existence does not establish registered ownership, building permission, habitability or freedom from charges. A building can have a reference value while retaining significant planning or title problems requiring separate investigation.
The distinction matters particularly where a purchaser considers the home dilapidated or smaller than recorded. Disagreement may require technical evidence and review of the characteristics used, but does not justify simply replacing the official result with a commercial opinion. Nor does reference value oblige the buyer to pay that amount to the seller: the parties negotiate consideration while legislation determines taxation. Keep market negotiation, legal due diligence and fiscal valuation separate, even though their conclusions should be considered together when making the final acquisition decision.

Check the right property and tax date
Obtain the official result for the cadastral reference and date relevant to the tax. A certificate consulted during the search may not be the correct figure for a transfer occurring in another tax year. Check the full identification, not merely the address or development name. Dwelling, parking space and store may have separate references, and differences between registered and cadastral units may need clarification before values are added together.
Keep the certificate or consultation evidence, including any recorded absence or inability to certify a value. Temporary website failure, a mistyped reference or a blank field proves none of those conditions. If the property recently underwent merging, subdivision or descriptive changes, confirm which unit is being valued. The tax date must be assessed according to the transaction and circumstances rather than assumed identical to a future planned deed date. The foral territories have their own arrangements; this explanation of the common state regime should not be extrapolated without checking the competent legislation.

Its role in transfer tax: the higher-figure rule
Article 10 of the transfer-tax legislation provides that property value is its reference value at the tax date. If the declared value, price or agreed consideration is higher, the greatest of those figures becomes the base. A €240,000 price and €280,000 reference value therefore do not ordinarily permit taxation on €240,000 simply because that is the money paid to the seller. Conversely, a €300,000 price is not reduced for tax purposes by a lower reference value.
The seller's outstanding mortgage is not deducted from this base merely because part of the price repays it. Regional reliefs may also use property value to test eligibility limits, so a higher reference value can affect both the base and the available rate. For joint ownership, establish the property's value and relevant limits first; do not automatically divide the price between purchasers to make the dwelling appear to meet a statutory maximum that applies to the whole property.

When no value exists or you have not established it
If no reference value exists or the General Directorate of the Cadastre cannot certify it, the base is the highest of declared value, price or consideration and market value, subject to administrative verification. Absence of reference value therefore does not automatically make the price unchallengeable. The figure used must be supportable under the legislation, particularly where connected parties, substantial deterioration or other circumstances explain a significant difference from an ordinary market transaction.
For a preliminary budget, expressly distinguish “unknown” from “does not exist or cannot be certified”. In the first case, mark the calculation provisional and retain cash headroom. In the second, preserve the consultation evidence and analyse market value using appropriate support. A technical report can help explain features that a generic comparison misses. Do not enter zero simply to complete a form: a clear outstanding-data warning is more useful than a definite-looking figure that encourages the purchaser to commit more money than the transaction ultimately allows.

New homes: VAT and AJD may use different figures
VAT on a transaction subject to that tax is calculated on consideration under its own rules, not automatically increased to reference value. Article 30 governing AJD provides that property-dependent bases cannot use a value below that determined under article 10. The same purchase can therefore use price for VAT and a higher figure for AJD. Do not add VAT to the property's value and then calculate AJD again on that gross total in an ordinary acquisition.
Explain the distinction in the budget and report. An AJD exemption or reduced rate has its own conditions and does not follow automatically from the VAT rate. Administratively protected housing may require examination of definitive classification, area, price and the parameters of the relevant regime. With several assets, allocate amounts consistently with the contract and reality. The purpose is to reproduce the legal treatment of each item rather than forcing every tax to share one base merely to make the calculator appear simpler.

Fictional example: a discount does not reduce every tax
A resale property is negotiated at €250,000 with a certified reference value of €290,000. To illustrate the mechanics, assume a 7% rate already verified for that purchaser and no other adjustments. Tax on €290,000 is €20,300, compared with €17,500 obtained by incorrectly applying the rate only to price. The €2,800 difference must be funded even though it is not money paid to the seller as consideration.
If price falls to €240,000 while the other facts remain unchanged, this example's tax stays at €20,300. If price rises to €310,000, the higher consideration produces a €310,000 base and €21,700 liability. These are fictional figures explaining the method, not a rate recommendation for every purchase. The buyer must also establish whether the higher property value removes regional relief; if so, the effect may exceed the simple difference in taxable base and the entire scenario needs recalculation before the final budget is accepted.

A challenge requires the right procedure and evidence
The law links a reference-value challenge to an appeal against an administrative assessment or a request to correct a self-assessment under the applicable tax procedure. Telling the seller the figure seems excessive, or replacing it in a spreadsheet, is insufficient. Before acting, examine the filing obligation, procedural route, deadline and effects on payment or suspension. A valuation dispute does not itself suspend every tax obligation or guarantee that payment can safely be postponed.
Prepare evidence connected with the tax date: photographs, technical findings, measurements, condition and unusual circumstances. The tax administration obtains the statutory cadastral report to confirm or correct value in light of the evidence. Where cadastral characteristics are wrong, correcting them is related work but does not necessarily replace the tax challenge or produce an automatic refund. Keep certificates, the return, submissions and decisions. Assessment should consider evidential strength and financial significance without promising that every difference between negotiated price and reference value will ultimately be overturned.
